Supported by the European Commission, this three-year project brings together a vibrant group of higher education institutions, civil society, policymakers, and industry to tackle
opportunities and challenges in the digital landscape.

HEMISPHERES is organized into three distinct yet interconnected modes of cooperation.

Once a month, the Clinic and Working Groups hold internal meetings and engage with external partners to share research learnings, exchange course content, map stakeholders and policies, and explore both emerging and long-standing policy issues within the six thematic areas outlined in our focus section.

The annual Forum is dedicated to developing a unified understanding and coordinated research efforts to evaluate the impact of digital policy in Europe and Latin America. The first Forum will be hosted in Germany (2025), then Colombia (2026), and lastly in Dominican Republic (2027).

The Repository serves as a hub for sharing the HEMISPHERES work and highlighting key insights and learnings for stakeholders. It also hosts various materials and interactive digital resources related to the six policy areas, enhancing stakeholders’ interdisciplinary general knowledge.

aimed at addressing digital policy discussions within and between
Europe and Latin America, including:



The Debate Agendas will explore specific digital policy opportunities and issues, offering expert insights, analysis, and possible approaches. Developed by the Working Groups in cooperation with the Clinic, they will be published periodically to guide internal and external discussions and help shape the focus of the Forums.


Building on the insights of the Debate Agendas, the Innovation Blueprints will distill key learnings and highlight connections across the six policy areas.


The Roadmap will compile all Debate Agendas from each thematic area, the two Innovation Blueprints, and key insights from relevant consortium-defined publications, offering a forward-looking perspective. Drawing on lessons learned over three years, it will outline a strategic path for strengthening Europe–Latin America partnerships across the six policy areas.
